- Rate Case Audits - for the Staff of the Public Utility Commission of OhioGas base rate. Audited and provided recommendations regarding the operating income, rate base, and service company allocations included within the application and filings of three natural gas companies: Duke Energy-Ohio (Case No. 07-0589-GA-AIR); Dominion East Ohio (Case No. 07-0829-GA-AIR); and Columbia Gas of Ohio, Inc. (Case No. 08-0072-GA-AIR)
- Expert Witness Testimony - for the Michigan Attorney GeneralMultiple electric and gas rate cases. Provided expert testimony regarding rate base, net operating income, cost of service, rate design, rate de-skewing, power supply, gas cost recovery, decoupling, and power supply planning.
- Analytical Assessment and Rate Case Consultant - PEPCO - for the Commission and Staff of the District of Columbia Public Service CommissionBase rate request Case 1053. Provided analytical analysis, regulatory and rate-case expertise in revenue requirements, cost of service, rate design, and depreciation.
- Expert Witness Testimony - PEPCO - for the Maryland Public Service CommissionCase No. 9092. Provided expert testimony regarding revenue requirement analysis and other accounting issues.
- Expert Witness Testimony - Chesapeake Gas Company - for the Maryland Office of People's AdvocateCase No. 9062. Provided expert testimony regarding revenue requirements, cost of service, rate design, and revenue normalization.
- Expert Witness Testimony - ComEd - Illinois Citizens Utility Board, Cook County States Attorney's Office and City of ChicagoDocket 05-0597. Provided expert testimony regarding rate base and revenue requirement adjustments.
- Management Audit - NW Natural Gas Company - for the Oregon Public Service CommissionProvided evaluation of rate base issues regarding financial instruments (gas and financial hedging), deferred taxes, tax credits, costs for a distribution system, securities issuance costs, and AFUDC calculations, as well as review of affiliate transactions for cost allocations and transfer pricing, labor loadings, segregation of regulated rate base and subsidiary investments and properties, and validation of tax paid from/to affiliates.
- Expert Witness Testimony - for the State of Maine Public AdvocateLitigated proceeding. Provided expert testimony in investigation of the need for program and the company's management of the repair or replacement of its cast iron facilities.
- Analytical Assessment and Rate Case Consultant - Washington Gas Light Company - for the District of Columbia Public Service CommissionProvided analytical assessment of the reasonableness of dozens of pro forma adjustments.

- Analytical Assessment and Support for Expert Witness Testimony - Illinois Power Company - for State of IllinoisState deregulation hearing. Provided analyses, filings, and testimony for compliance with mandatory separation of the generation, transmission, and distribution functions.
- Benchmarking Analysis and Staff Testimony - Long Island Lighting Company - for the New York Public Service CommissionProvided analysis and testimony regarding appropriateness of level of operations and maintenance expenses.
- Prudence Review and Staff Testimony - for New York Public Service CommissionPrudence proceeding. Provided testimony regarding improperly spending over $125 million on an unproven coal cleaning technology.
- Analytical Assessment - for State SenatorProvided assessment on the proper procedure and process for requesting that the utility commission conduct a management audit of a utility's distribution plant maintenance practices and procedures.
